Civil Contingencies Act 2004 6 : CCA or CCA Regime when in reference to the CCA and Contingency Planning Regulations (2005). Act of 2004 which established a single framework for Civil Protection in the United Kingdom. Part 1 of the Act establishes a clear set of roles and responsibilities for Local Responders; Part 2 of the Act establishes emergency powers. Note: in the UK civil protection context the CCA may often be referred to as 'The Act'
