Besides the Civil Defense Staff College at Olney, Maryland.we have opened up in the past several months two other schools over at St. Mary's College, California, and the other at Stillwater, Oklahoma. We have had great difficulty in operating these schools, largely because we have been precluded by law from paying any part of the travel or sibsistence cost for the students who attend these schools. It was Congress determination that the local communities and the states should be interested enough to send their representatives to the Federal school and pay their own way, because they would get free tuition.
