"A national credentialing system must: (1) Function within existing federal, state, tribal and local identification and qualification protocols, where feasible; (2) Not place undue burden on federal, state, tribal or local governments; (3) Support (primarily) interstate augmentation of state and local resources; (4) Conform to ICS protocols; and (5) Use current credentialing emergency responder systems, where possible".
