Crisis 12 :
"A crisis is an incident or situation involving a threat to the United States, its territories, citizens, military forces, possessions or vital interests. It typically develops rapidly and creates a condition of such diplomatic, economic, political, or military importance that the President or Secretary of Homeland Security considers commitment of Federal resources to achieve national objectives. A crisis may occur with little or no warning or cause additional emergencies or cascading effects that create new problems or amplify the existing disaster(s)".
