Crisis Action Process (CAP) 1 :
"During deliberate planning and the Crisis Action Process, the JOPES [Joint Operations Planning and Execution System] model integrates all elements of deliberate or crisis action civil-military planning. In addition, the planning process for military operations other than war places considerable emphasis on mission analysis and the commander's estimate. Commanders must plan for the right mix of available forces to quickly make the transition to combat operations, evacuations, peacekeeping or peace enforcement".
