"Some of the bad communication practices that contribute to a poor public response that can be overcome with planning, coordination, research, and training include: (1) Mixed messages from multiple experts (2) Information released so late that events make the issue moot (3) Messages that are over-reassuring (4) Recommendations to the public without a reality check (5) Leaving myths, rumors, and doomsayers unchallenged or corrected (6) Spokespersons who engage in improper behavior, exhibit a lack of affect, or use inappropriate humor (7) Public power struggles and confusion".
