Critical Facilities Self Protection (1952) :
"We call our part of the job 'Facilities Self- Protection'.... .Our program includes thi protective system to minimize the effects of enemy action; and, second, necessry countermeasures that will restore the facilities to normal operations in a minimum of time. We have available to us a key facilities list, which will be given to state and local civil defense directors, so that they will know the facilities which must be given top priority in rehabilitation or even in emergency hook up to power, water, or otherwise in the event of attack".
