Advisory Base Flood Elevations (ABFEs) 2 : These are the updated 1-percent-annual-chance stillwater elevations that FEMA developed, following Hurricane Katrina, for each coastal Mississippi county to provide communities in those counties with advisory building elevations for use in the reconstruction process. ABFEs were based on a new flood-frequency analysis that took into account Hurricane Katrina as well as additional tide and storm data (specifically, tide gage data and estimated high-water marks) from other events that occurred during the 25 years since the effective Flood Insurance Rate Maps for Hancock, Harrison, and Jackson Counties, and the incorporated communities within them, were developed. The ABFEs were used by FEMA to administer its Federal grant programs; the ABFEs were not used for insurance purposes
