Early Warning System 4 : The set of capacities needed to provide timely and meaningful information to enable individuals and communities threatened by hazards to act in sufficient time and in an appropriate manner to reduce the possibility of personal injury, loss of life and livelihoods, damage to property and the environment, and to prepare for effective response. Comment: This definition encompasses the factors that lead to effective response. A peoplecentred early warning system necessarily comprises four key elements - knowledge of the risks, monitoring and analysis of the hazards, communication or dissemination of alerts and warnings, and local capabilities to respond to the warnings received.
