Emergency 16 : "Any occasion or instance for which, in the determination of the President, Federal assistance is needed to supplement State and local efforts to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in any part of the United States. The Governor of a State, or the Acting Governor in his/her absence, may request that the President declare an emergency when an incident occurs or threatens to occur in a State which would not qualify under the definition of a major disaster. Assistance authorized by an emergency declaration is limited to immediate and short-term assistance, and may not exceed $5 million, except when authorized by the FEMA Associate Director for Response and Recovery under certain conditions".
