Emergency Operations Plan (EOP) 01 : (1) The description of organizational authorities, relationships, functions, processes, and procedures that are used to manage response to, and recovery from, actual or potential incidents that may exceed the 'everyday' response capability of the jurisdiction. It includes a standardized format that provides useful guidance and tools for promoting effective, coordinated response. (2) The "response" plan that an entity (organization, jurisdiction, State, etc.) maintains for responding to any hazard event. It provides action guidance for management and emergency response personnel during the response phase of Comprehensive Emergency Management. (3) An all-hazards document that specifies actions to be taken in the event of an emergency or disaster event; identifies authorities, relationships, and the actions to be taken by whom, what, when, and where, based on predetermined assumptions, objectives, and existing capabilities. (From the FEMA Higher Education Project). (4) The "steady-state" plan maintained by various jurisdictional levels for responding to a wide variety of potential hazards.
