Emergency Preparedness > Stafford Act 12 : Title VI > 603. Administration of Title (42 U.S.C. 5195b). This title shall be carried out by the Administrator of the Federal Emergency Management Agency. Critical Infrastructures Protection (42 U.S.C. 5195c): (e) Critical Infrastructure Defined - In this section, the term "critical infrastructure" means systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters
