Emergency Response Organization (ERO) 1 : The organizational structure of the Comprehensive Emergency Management System including the establishment and maintenance of the DOE Headquarters Emergency Management Team (EMT), Field Element emergency response staff, and facility/site ERO during normal operations, the functions of the on-shift emergency organization, and the staffing of a full facility/site response organization following declaration of an emergency; clearly specified authorities and responsibilities; and the configuration and staffing in terms of initial response and staff augmentation during the emergency. All personnel who may be needed to perform duties, beyond those specified by 29 CFR 1910.120 for the first responder awareness level, during a response to any of the broad range of emergencies defined in the Hazards Survey or assessment are members of the ERO
