Emergency Support Function (ESF) #6 - Mass Care, Emergency Assistance, Housing, and Human Services Annex : "Purpose: Emergency Support Function (ESF) #6 - Mass Care, Emergency Assistance, Housing, and Human Services supports and augments State, regional, tribal, local, and nongovernmental organization (NGO) mass care, emergency assistance, housing, and human services missions. The purpose of this ESF is to ensure that the needs of disaster-impacted populations are addressed by coordinating Federal assistance to impacted areas?. Scope: When directed by the President, ESF #6 services and programs are implemented to assist individuals and households impacted by potential or actual disaster incidents. The Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) coordinates and leads Federal resources as required to support State, tribal, and local governments and NGOs in the performance of mass care, emergency assistance, housing, and human services missions".
