Emergency, States of Emergency (California State Law) : 29 Local emergency: Conditions of disaster or extreme peril to the safety of persons and property within a city or county, which require the combined forces of other cities or counties to combat. State of emergency: Conditions of disaster or of extreme peril to the safety of persons and property that require the combined forces of one or more of the state's six mutual aid regions to combat. State of war emergency: When the state or nation is attacked by an enemy of the United States, or upon receipt by the state of a warning from the federal government indicating that such an enemy attack is probable or imminent".
