Environmental Impact Statement (EIS) 07 : Environmental impact statements are prepared under the National Environmental Policy Act by Federal agencies as they evaluate the environmental consequences of proposed actions. EISs describe baseline environmental conditions; the purpose of, need for, and consequences of a proposed action; the no-action alternative; and the consequences of a reasonable range of alternative actions. A separate risk assessment could be prepared for each alternative, or a comparative risk assessment might be developed. However, risk assessment is not the only approach used in EISs
