Environmental Impact Statement (EIS) 08 : The detailed written statement that is required by section 102(2)(C) of the National Environmental Policy Act (NEPA) for a proposed major Federal action significantly affecting the quality of the human environment. A DOE EIS is prepared in accordance with applicable requirements of the Council on Environmental Quality NEPA regulations in 40 CFR Parts 1500-1508, and the Department of Energy NEPA regulations in 10 CFR Part 1021. The statement includes, among other information, discussions of the environmental impacts of the proposed action and all reasonable alternatives, adverse environmental effects that can not be avoided should the proposal be implemented, the relationship between short-term uses of the human environment and enhancement of long-term productivity, and any irreversible and irretrievable commitments of resources
