Executive Order 12127 : Federal Emergency Management Agency. "On March 31, 1979, President Carter issued an executive order putting Reorganization Plan No. 3 of 1978 into effect.47 FEMA was established as an independent agency, as of April 1, and some transfers were completed at that time. The order transferred certain functions to FEMA from the Department of Commerce (fire prevention and control, certain Emergency Broadcast System functions); the Department of Housing and Urban Development (flood insurance); and the President (other Emergency Broadcast System functions)".
