"A scenario is the storyline that drives an exercise.... Scenarios should be: (1) Threat-based and performance-based. (2) Realistic. (3) Challenging-but not so demanding that participants become overwhelmed. A scenario should involve the participants, the threat, and the area identified in the scope".
