Exercise Scenario Narrative : "Scenario narratives should be designed to engage exercise participants in a way that approximates real-world responses to emergencies. At a minimum, the narrative should address these questions: (1) Where does the initiating event take place? (2) How dangerous and persistent is the emergency? (3) What is the impact of the incident? (4) What time of day does the event take place? (5) What is the sequence of events? (6) What other factors would influence emergency procedures?"
