Explosive 17 : Any chemical compound, mixture, or device, the primary or common purpose of which is to function by explosion, including, but not limited to, dynamite, black powder, pellet powder, initiating explosives, detonators, safety fuses, squibs, detonating cord, igniter cord, and igniters; the term explosive includes any materials determined to be within the scope of Title 18, United States Code, Chapter 40, "Importation, Manufacture, Distribution, and Storage of Explosive Materials," and also includes any material classified as an explosive by the Hazardous Materials Regulations of the U. S. Department of Transportation
