Federal Aviation Administration (FAA) 4 : Created under the Federal Aviation Act of 1958 as the Federal Aviation Agency and charged with the responsibility of promulgating operational standards and procedures for all classes of aviation in the USA. With the creation of the cabinet level, Department of Transportation in 1966, the FAA became a unit within the new Department and received the new designation Federal Aviation Administration. The FAA Administrator, however, continues to be a presidential appointee and the FAA remains a separate entity with most of its former functions. In the field of air cargo, the FAA promulgates certain stress standards which must be met in the tiedown of cargo in flight. The FAA is the element of the U.S. government with primary responsibility for the safety of civil aviation. Major functions include regulating civil aviation to promote safety and fulfill the requirements of national defense, encouraging and developing civil aeronautics, including new aviation technology, developing and operating a common system of air traffic control and navigation for both civil and military aircraft, research and development with respect to the National Airspace System and civil aeronautics, developing and implementing programs to control aircraft noise and other environmental effects of civil aviation and regulating U.S. commercial space transportation.
