Federal Civil Defense Administration (FCDA) 2 : 1951-1958. Signed into law on January 12, 1951 by President Harry S Truman. First Director was former Florida Governor, Millard Caldwell. (FCDA, Annual Report 1951, 1952, p. 106) From the President's Message Transmitting Bill for Civil Defense: "The federal Government can and will provide the necessary coordination and guidance for the civil defense program?.It is the expressed policy and intent of Congress, however, that the responsibility for civil defense should be vested primarily in the states and their political subdivisions".
