Federal Civil Defense Administration (FCDA), Office of Emergency Management, Executive Office of the President (EOP) : 1950-1951 (National Archives, Records of the Defense Civil Preparedness Agency (DCPA). President Truman created the FCDA by Executive Order. This move was communicated to the Congress with the transmittal of the Hopley Report "United States Civil Defense," wherein Truman noted concern with "the potential damage of devastating modern weapons".
