Federal Energy Regulatory Commission (FERC) 4 : FERC is an independent regulatory agency within the U.S. Department of Energy that approves rates for wholesale electricity transactions and transmission of electricity in interstate commerce for utilities, power marketers, power pools, power exchanges and independent system operators. FERC also regulates the transmission and sale for resale of natural gas in interstate commerce; regulates the transmission of oil by pipeline in interstate commerce; licenses and inspects private, municipal and state hydroelectric projects; and oversees related environmental matters
