Federal Law Enforcement Assistance : "State and local governments may request Federal law enforcement assistance under the Emergency Federal Law Enforcement Assistance Act without a Presidential major disaster or emergency declaration. In addition, Federal agencies may request public safety and security or general law enforcement support from another Federal agency during a large-scale incident. The ESF #13 Annex [NRF] provides further guidance on the integration of public safety and security resources to support the full range of incident management functions".
