Federal on Scene Coordinator (FOSC) 1 : Federal employee responsible for coordinating the on scene federal response in a multi-jurisdictional incident (often a hazardous materials incident or oil spill). The FOSC is typically part of the Unified Command consisting of the local, state, and federal and, often the responsible party on-scene coordinators and will usually be a member of the U.S. Coast Guard or the Environmental Protection Agency
