Federal On-Scene Coordinator (FOSC) 4 : "The Federal official pre-designated by the EPA or the USCG to coordinate responses under subpart D of the NCP [National Contingency Plan] (40 CFR 300) or the government official designated to coordinate and direct removal actions under subpart E of the NCP.
