Federal Plan for Response to a Catastrophic Earthquake, FEMA. 1988 Federal Planning Structure : "The Federal planning structure consists of multiple elements: (1) the National Preparedness Guidelines? (2) the 15 National Planning Scenarios and core capabilities; (3) the National Incident Management System; (4) the National Response Framework; (5) the National Infrastructure Protection Plan and the 17 sector-specific plans; (6) a DHS strategic plan and overall Federal concept of operations for each of the National Planning Scenarios; (1) a National Exercise Schedule that incorporates Federal, State and local activity; and (2) an incident management Playbook that allows the Secretary of Homeland Security, as the principal Federal official for domestic incident management, to ensure effective management of the high-consequence threat scenarios".
