FEMA Strategic Plan (2002) : "Over the past many months, we conducted an in-depth analysis within the Agency and met with our partners and stakeholders from around the Nation to develop the Strategic Plan. Wherever we met, several themes emerged that helped inform our work: (1) leadership; (2) partnership; (3) building capability at all levels; (4) setting standards for performance; and (4) bringing emergency managers and first responders together to train and exercise to those standards".
