FEMA/State Agreement : "A formal legal document stating the understandings, commitments, and binding conditions for assistance applicable as a result of a major disaster or emergency declared by the President. The agreement imposes binding obligations on FEMA, States, their local governments and private non-profit organizations within States in the form of conditions for assistance, which are legally enforceable. No DFA will be authorized until the FEMA/State Agreement has been signed, except where it is deemed necessary to begin the provision of essential emergency services or temporary housing".
