Flood Protection 2 : Natural Disaster. All state (public) and private efforts that are designed to prevent or reduce damage caused by flood waters. This includes, on the public side, structural measures like the construction of retaining basins, polders, and dykes, river training or restoration (depending on the situation), and non-structural measures such as the installation of monitoring and warning services, the development of flood forecasting models, the production of alert, evacuation, and rescue plans, and making arrangements for disaster response and disaster relief and flood management. Private persons can enhance this basic public protection very effectively by taking their own individual precautions (structural measures, emergency plan of action, insurance cover, etc)
