Air Force Emergency Management (EM) Program : "Protection of Air Force personnel and operational resources is essential to successful Air Force operations. The primary missions of he Air Force Emergency Management (EM) program (formally known as full-spectrum threat response) are to save lives; minimize the loss or degradation of resources; and continue, sustain, and restore operational capability in an all-hazards physical-threat environment at Air Force installations worldwide. Ancillary missions of the EM program are to support homeland defense civil support operations and to provide support to civil and host-nation authorities IAW DOD directives and through the appropriate COCOM. Major program elements of the EM program include warning and reporting, command and control (C2), planning, equipping, organizing, training, exercising, evaluating, response operations, and incident management".
