Freeboard 03 :
A factor of safety above design flood levels, typically used in relation to the setting of floor levels, and levee crest heights. It is usually expressed as a height above the design flood level. Freeboard tends to compensate for flood prediction uncertainties and for factors which increase flood levels, such as a wave action, localised hydraulic effects, settlement of levees. It should not be relied upon to provide protection for events larger than the design flood
