A material, or mixture of materials, that (1) is a gas at 20°C (68°F) or less at an absolute pressure of 101. 325 kPa (14. 696 psia) and (2) that has a boiling point of 20°C (68°F) or less at an absolute pressure of 101. 325 kPa (14. 7 psia) and that is liquefied, nonliquefied, or in solution, except those gases that have no other health or physical hazard properties are not considered to be compressed gases until the pressure in the packaging exceeds an absolute pressure of 280 kPa (40. 6 psia) at 20°C (68°F)
