In the reference document, it is the combination of a (hazardous) material and an operating environment such that certain unplanned events could result in an accident. A hazard can be defined by the degree of probability that a certain material, activity, or condition will produce an unwanted event. (7) The potential for an energy flow(s) to result in an accident or otherwise adverse consequence.
