Highest Hourly Volume (HHV) 2 :

The highest hourly volume of any continuing 60 minute period over a whole year. HHV is usually rated in terms of an ‘nth’ highest hour volume, meaning the hourly traffic volume (veh/h) exceeded in only ‘n’ hours of a year. The 30th and 80th highest hourly volumes (denoted as 30 HV and 80 HV respectively) are commonly used parameters in assessing the design volume for setting the capacity of a traffic facility. This probabilistic concept is chosen because it is uneconomic, if not impossible, to design a facility realistically to meet the highest traffic flow rate
