High-risk, High-population Areas : Disaster Management. Heavily populated areas of the United States, particularly susceptible to high-intensity earthquakes, for which federal emergency response may be necessary in the event of an earthquake. FEMA has identified the following areas as meeting this definition: Honolulu, HI; San Diego, Los Angeles, and San Francisco, CA; Puget Sound, WA; Anchorage, AK; Salt Lake City, UT; the seven-state area of the central United States (MO, KY, TN, MS, AR, IN, IL); Charleston, SC; Boston, MA; New York; Puerto Rico; and the Virgin Islands
