Preparing the U.S. Army for Homeland Security: Concepts, Issues, and Options, a RAND report says: Homeland security encompasses five distinct missions: (1) Domestic Preparedness and Civil Support in Case af Attacks an Civilians; (2) Continuity of Government; (3) Continuity of Military Operations; (4) Border and Coastal Defense; and (5) National Missile Defense. The report addresses all of them except missile defense
