Homeland Security Presidential Directive 5 (HSPD-5) Domestic Incident Management 1 :

The purpose of this policy is to enhance the capability of all levels of government across the Nation to work together efficiently and effectively using a national approach to domestic incident management. The policy requires an all hazards approach, which refers to preparedness for domestic terrorist attacks, major disasters, and other emergencies. Toward this end, HSPD-5 mandated DHS create two plans that define the specific requirements to ensure the necessary level of coordination-the National Incident Management System (NIMS) and the National Response Plan (NRP).
