Homeland Security Presidential Directive–7 (HSPD–7), Critical Infrastructure Identification, Prioritization, and Protection :
"HSPD—7 directed DHS to establish a national policy for Federal departments and agencies to identify and prioritize critical infrastructure and key resources in order to prevent, deter, and mitigate the effects of deliberate efforts to destroy, incapacitate, or exploit them. Federal departments and agencies are to work with State, tribal, and local governments, the private sector, and NGOs to accomplish this objective.
