Homeland Security Exercise and Evaluation Program. HSEEP is a national exercise program of financial and direct support to assist state and local governments with the development and implementation of a state exercise and evaluation program to assess and enhance domestic preparedness. The Office for Domestic Preparedness (ODP), a component of the Department of Homeland Security, publishes a series of HSEEP documents as guidance on the design, conduct, and evaluation of terrorism threat-and performance-based exercises. The National Strategy for Homeland Security directed the establishment of a National Exercise Strategy. Homeland Security Presidential Directive #8 (HSPD 8) resulted in a 'National Exercise Program' (NEP).
