Hurricane Liaison Team (HLT) :
The HLT is a small team designed to enhance hurricane disaster response by facilitating information exchange between the National Hurricane Center in Miami and other National Oceanic and Atmospheric Administration components and Federal, State and local government officials. The HLT is an initial response and coordination tool deployed by FEMA in conjunction with declared emergencies and disasters. (DHS, National Response Framework Comment Draft, September 2007, p. 59)
