ICS (1) : Incident Command System. A structured system of organizing for and managing emergency response and recovery. ICS has the combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure with responsibility for the management of assigned resources to effectively accomplish stated objectives pertaining to an incident. ICS has five Essential Management Functions applicable to any emergency: command, operations, planning/intelligence, logistics and finance/administration. Other basic principles include: organizational flexibility - modular organization; organizational unity and hierarchy of command or management; action planning; management by objectives; common terminology; integrated communications; resources management; and span of control.
