LEPC 2 : Local Emergency Planning Committee. The enabling federal legislation is designed to help communities prepare for and respond to emergencies involving hazardous substances. LEPCs must develop an emergency response plan, review it at least annually, and provide information about chemicals in the community to citizens. LEPCs and the State Emergency Response Commissions (SERCs) are supported by the Chemical Emergency Preparedness and Prevention Office (CEPPO) which is a part of the U. S.
