Limited Defense System (LDS) : The development of systems, components, and architectures for a deployable antiballistic missile system (as described in section 232(a)(1) of the 1991 Missile Defense Act, as revised) capable of providing a highly effective defense of the United States against limited ballistic missile threats, including accidental or unauthorized launches or Third World attacks, but below a threshold that would bring into question strategic stability
