Defined criteria that can be used when evaluating for determining whether satisfactory progress is being accomplished toward achieving the incident objectives. Metrics, Performance: Specific evaluation criteria that objectively describes the desired performance state, and against which the performance measures may be compared. See: Measures, Performance. They should be clearly stated, measurable, and realistically attainable under reasonable circumstances
