Mitigation 29 :

Actions that we can take before, or at the beginning of, drought to help reduce the impacts of drought. Mitigation includes actions as diverse as drought planning, implementing land use practices that increase the organic content and water-holding capacity of soil, and designing agricultural policy that doesn't encourage short-term economic gains at the expense of long-term productive capacity. The Intergovernmental Panel on Climate Change uses mitigation to mean reducing emissions of greenhouse gasses
