Non-structural mitigation refers to elements of the building that do not belong to the load-bearing system. It reduces risk by means of such actions as land-use planning, early warning systems, insurance policies, legislation and regulatory measures such as zoning and building codes, and education and training activities such as evacuation plans, drills, and preparedness curricula.
