Multi-Year Development Plan (Planning) (MYDP) 2 :
"....the MYDP at all levels of government is a planning document. As such, information forwarded to FEMA Headquarters will be used as one basis for planning and projecting budgetary requirements at the national level. In a similar fashion at other levels of government, the MYDP can serve as a useful planning and management tool that allows emergency managers to project (or provide an initial estimate of) how they wish to approach improvement of identified capability shortfalls over time and to estimate levels of assistance that may be required to aid them in capability building and maintenance efforts".
